- The removal of all employees, who have not undergone briefing, from their work (while still maintaining their salaries)
Occupational health and safety, unlike salary calculation and staff record management, is not explicitly regulated and therefore is directly dependant on the competence of the specialists in an organisation, who operate its establishment. Nevertheless, the State Labour Inspectorate and the State Attorney set high demands for an occupational health and safety management system. Its omission in a company or any other nonconformity with the standards of employment legislation can lead to serious risks to the employer right down to the company’s operations being suspended.
In trusting a corporate specialist to establish occupational health and safety in the company, an employer is completely relying upon the competence of the given specialist. Furthermore, in order to create an effective occupational health and safety management system, the specialist must also hold knowledge of employment legislation (Section 10 of the Labour Code of the Russian Federation), an understanding of the interdependence of occupational health and safety with the documentation portfolio in a company, as well as a knowledge of the requirements demanded by the State Labour Inspectorate, the State Attorney and the Russian Social Security Fund for inspections to be carried out successfully. It is not possible to find and collect such capabilities in-house.
