Occupational health and safety at a company on a turn-key basis

Do you doubt the necessity for occupational health and safety at your company?

Do you believe that it is possible to delegate occupational health and safety to your administrative managers or to your financial department?

Do you consider the organisation of occupational health and safety at the workplace to be a complete waste of time and money?

It is neither important whether 2 people work at your company, 20, 200 or 2000, nor whether your company consists of just an office or whether it is a storage warehouse or manufacturing facility.  According to Section 10 of the Labour Code of the Russian Federation, each and every employer is obliged to organise occupational health and safety at the workplace and each employee is obliged to satisfy their occupational health and safety requirements (article 214 of the Labour Code of the Russian Federation).

The lack of a system of occupational health and safety can involve multiple risks, the most dangerous of which are the following:

  • The suspension of a company’s activities for 90 days
  • Disqualification of the executive
  • The imposing of penalties on the company of up to 110,000 - 130,000 roubles for each employee
  • The removal of all employees, who have not undergone briefing, from their work (while still maintaining their salaries)

Occupational health and safety, unlike salary calculation and staff record management, is not explicitly regulated and therefore is directly dependant on the competence of the specialists in an organisation, who operate its establishment.  Nevertheless, the State Labour Inspectorate and the State Attorney set high demands for an occupational health and safety management system.  Its omission in a company or any other nonconformity with the standards of employment legislation can lead to serious risks to the employer right down to the company’s operations being suspended.

In trusting a corporate specialist to establish occupational health and safety in the company, an employer is completely relying upon the competence of the given specialist.  Furthermore, in order to create an effective occupational health and safety management system, the specialist must also hold knowledge of employment legislation (Section 10 of the Labour Code of the Russian Federation), an understanding of the interdependence of occupational health and safety with the documentation portfolio in a company, as well as a knowledge of the requirements demanded by the State Labour Inspectorate, the State Attorney and the Russian Social Security Fund for inspections to be carried out successfully.  It is not possible to find and collect such capabilities in-house.

In passing the establishment of an occupational health and safety management system to BLS outsourcing, you will achieve these three goals:

  • Successful completion of inspections by inspectorate organs penalty-free
  • Provision of a safe working conditions for each  employee, with them receiving their entitled social compensation and benefits
  • Minimal face-to-face contact and an independent and proactive service

BLS serves more than 15,000 of our clients’ employees in companies with a workforce ranging from 12 to 2,000 people, creating optimal occupational health and safety management systems, which allow our clients to achieve all three goals.  BLS clients save between 30% and 90% on the cost of our annual subscription service through money saved from the Social Security Fund on occupational health and safety measures.  Each year, BLS investigates more than 30 accidents in our clients’ companies and all of their employees receive the compensation entitled to them.

The establishing and support of an occupational health and safety management system is a result of hard work by a whole team of specialists.  In any project team, there are specialists in the field of occupational health and safety, supervisors, service directors, quality observer managers, and judicial consultants, which provides full accordance of the designed occupational health and safety management system with legislation of the Russian Federation.

BLS independently organises training for all responsible persons in the company in order for them to receive all necessary certifications, investigate accidents, conduct briefings, organise medical examinations for employees and also arranges, in full, documentation on occupational health and safety, not involving our clients’ employees in this process.

The establishment of an operational occupational health and safety management system is not only an obligation of each employer, but also a factor in increasing brand value and employee loyalty to their company.  The transferring of an occupational health and safety management system to BLS outsourcing is a smart investment for any employer, as they will receive a full guarantee that all risks, connected with occupational health and safety, will be eliminated, as well as a minimal expenditure of time and effort.  In fact, a large proportion of the expenditure is reimbursed from the Social Security Fund to be spent on occupational health and safety measures (See the amount of allowances given by the Social Security Fund).
